The Board and Committees

Professor C.K. Mak is an Honorary Professor and an Honorary University Fellow of HKU. Currently, he serves as Vice Chairman of the CICID Management Committee. He also chairs several Project Groups for campus development projects.

Since joining the government in 1973, he took part in and contributed to Hong Kong’s infrastructure and railway development. In 2008, he was appointed as Team Leader for the unique assignment to oversee the HKSAR Government funded reconstruction work in Sichuan after the devastating earthquake in May 2008. He worked with the Mainland authorities to devise a HK$9 billion reconstruction program, including schools, hospitals, rehabilitation centers, rebuilding the Wolong Giant Panda Conservation and two highways.

Since 1980’s, he has taken up teachings in the universities in Hong Kong. His passion is to build and strengthen the bonds between students, young professionals, and the more experienced seniors through teaching, sharing, mentoring and experiential learning ventures.

Ir HON Chi-keung, GBS, JP has over 40 years of experience working in the engineering profession and public administration. Ir. Hon joined the Government since 1983 and was the Director of Civil Engineering and Development from 2011 to 2015 and Permanent Secretary for Development (Works) from 2015 to 2018. During his tenure in the Development Bureau, he instigated the regeneration of the construction industry by advocating the “Construction 2.0 – Time to change” roadmap and strengthen the leading role of Hong Kong construction industry and promote long term sustainable development in the industry.

Ir Hon holds a Bachelor of Science degree in Engineering and a Master degree in Public Administration from the University of Hong Kong. He also holds a degree in Bachelor of Laws (external degree) from University of London. He is a fellow of the Hong Kong Institution of Engineers, the Institution of Civil Engineers and the Hong Kong Academy of Engineering Sciences.

Ir Hon was awarded the Gold Bauhinia Star in 2018 for his exemplary contributions to the areas of infrastructure development and promotion of quality improvements in the construction industry. He served as the Chief Executive and Secretary of the Hong Kong Institution of Engineers from 2020 to 2023. He is currently a Board member of the Hong Kong Science and Technology Parks Corporation.

Ir Lau Chun-kit was appointed Permanent Secretary for Development (Works) on 8 October 2021. Ir Lau graduated from the Department of Civil and Structural Engineering, The Hong Kong Polytechnic University in 1989. He is a fellow member of the Hong Kong Institution of Engineers and the Institution of Civil Engineers.

Ir Lau joined the Government as an Assistant Engineer in March 1992. He was promoted to Chief Engineer in September 2011, to Government Engineer in July 2015, and to Principal Government Engineer in June 2017. He was Director of Civil Engineering and Development from October 2018 to October 2021 before his appointment as Permanent Secretary for Development (Works).

Ir Professor Thomas HO is the Chairman of the Construction Industry Council (CIC). The mission of CIC is to CONNECT, LEAD and EXCEL. He possesses over 40 years of experience in construction industry. He has been dedicated to spearheading project management and general management, safety initiatives, sustainable development and innovation excellence in the construction industry. He is recognised by the industry as the figurehead in promoting excellence in construction management, safety leadership, as well as sustainable and quality construction. After joining CIC, he promoted Mi-Infinity, Integrated Common Data Environments and holistic Robotic Construction, he also insisted Design for Safety, High Productivity and Sustainability in the future of Construction. Livability and Well-being will be the ultimate game. In recognition of his advanced mindset in advocating innovative and green construction initiatives, Ir Professor HO received the Outstanding Achievement Award from Hong Kong Institute of Construction Managers in 2018. He was appointed as a Fellow Member of the Hong Kong Academy of Engineering Sciences.

Mr Tom Hardiman, CAE, has been the Executive Director of the Modular Building Institute since January 2004 and manages the governance of the organisation. He has been a registered lobbyist at the federal level with the US Congress as well as at the state level in Maryland, Pennsylvania, Virginia, and West Virginia. Hardiman has also led grassroots advocacy efforts in 20 other states.

An experienced association executive, Tom Hardiman, CAE, Executive Director and Spokesperson MBI, was previously Executive Director with the Associated Builders and Contractors of West Virginia where he served as a registered lobbyist and administered an educational foundation. He received his Certified Association Executive designation in 2000 from the American Society of Association Executives. Prior to association management, Hardiman assisted small businesses and entrepreneurs with business plans and loan packages as Director of the Small Business Development Center in Beckley, West Virginia. He has also worked in the economic development, banking, and insurance fields. Hardiman earned bachelor’s and master’s degrees in Business Administration at Marshall University.

Mr. Michael Hough is a solution driven structural engineer with a passion for modular construction. Ever since Michael was introduced to modular construction, he has been hooked on improving the design, detailing and buildability of offsite. Initially my interests were system specific but have grown to encompass an industry. His entry to the modular construction industry coincided with the renewed focus on the industry in the early 2000’s as modular was evolving towards a more mainstream solution. Since then, he has been fortunate to design the modules on several groundbreaking schemes which have moved the needle forward. His passion is inventing and engineering solutions to achieve a versatile modular solution and achieving the World’s tallest accolade with modular on more than one occasion is an indication of our teams’ achievements.

Many of the projects that Michael has worked on have received industry recognition locally and internationally. Receiving the CTBUH Structural Engineering award for ‘Ten Degrees’ in 2022 and personally receiving the Institution of Structural Engineers, Oscar Faber Award in 2024 are recent career highlights. Michael is a frequent speaker and guest lecturer on modular construction and contribute to modular construction codes and steering groups.

Er. Wong Seng is the Managing Director of TW-Asia Consultants Pte Ltd, with over 40 years of experience in construction and consultancy spanning Singapore, Vietnam, Malaysia, Thailand, China, Maldives, and Myanmar. A graduate of The University of Melbourne, he has been instrumental in delivering over 113 completed towers, with another 71 ongoing towers range from 5 to 63 storey using PPVC/MiC method in Singapore. Since 2013, Er. Wong has been a pioneer in Prefabricated Prefinished Volumetric Construction (PPVC/MiC) in Singapore, holding patents for the composite structural wall and construction methods in Europe, Singapore, Malaysia, and Hong Kong. His contributions were recognized with the Professional Engineers Board Singapore’s “Innovative Professional Engineer Award 2023”. Among his most notable PPVC designs to date are The Clement Canopy (40 storeys), completed in 2019, and Avenue South Residences (56 storeys), completed in 2023. Currently, his company is entrusted with the design of the next higher PPVC building (63 storey) at Zion Road (Parcel B) in Singapore.

Allan Tan has worked in the construction field for 40 years on projects In Europe, Africa and Asia. Spending the last 20+ years in Singapore, he has attained an enormous insight into the Singapore built environment industry and engages with BCA, developers, and consultant leaders in spearheading construction innovation and technology.

In the last 10 years, he pioneered steel and concrete PPVC system and followed through by partnering with BCA and Consultants in pushing for continued PPVC adoption in projects nationwide. He has successfully implemented PPVC in residential, hotel and healthcare projects, including the world’s tallest PPVC project – Avenue South Residence in Singapore.

He remains passionate about the built environment and is currently focused on growing United Tec Construction while also helping the industry continue to adopt innovative methods to improve productivity.
